All users that join #help are checked against several 
Realtime Blackhole List servers or RBLs.
These are lists that contain IP addresses of machines 
that have been tagged as being an open proxy 
and most likely have been compromised.

If you are kickbanned from #help, 
with the reason (Banned: RBL Listing @ cbl.abuseat.org) 
or similiar, your IP is listed on one or more RBL servers. 
The IP address may be listed because of a previous person
on your ISP having been compromised. This is unforunate. 
You can however, request your IP Address be removed 
from these lists.
